Debt unpaid by companies in the free energy market has soared throughout the year , fromf R$ 1.85 billion in January ($580 million) to  R$ 4.28 billion in August ($1,35 billion), according to the Commercialization of Electric Power Chamber (CCEE). This agency expects an increase in the amount of non-paid debts as no progress have been seen up to now at  the negotiation table.

Most of the short-term market delinquency refers to legal disputes around the so-called “hydrological risk”. The question is to define who will pay the bill for the diminishing of water level in hydroeletric dams reservatories.
