A lower house special committee may start on Tuesday (Oct. 24) the voting of the provisional measure that creates the National Mining Agency (ANM), in replacement of the National Department of Mineral Production (DNPM).
According to BILL, ANM will execute the national mining policy, oversee the activity, set standards for the use of mineral resources and collect taxes.
The new agency will also be responsible for the concession of exploitation rights and the mediation of conflicts in the sector.
ANM will have a director general and four directors, all holding five-year terms. They will be appointed by the President of the Republic after the approval their nominations by the Senate
The new agency will also have the power to decide on mining rights and other granting requirements for the mining activity. In practice, according to the rapporteur, this will allow the regularization of ‘garimpeiros’ (goldwashers) who currently act in illegality.
